Empowering Drought Victims: The Power of Mobile Money in Somalia’s Aid Relief Efforts
Halima Abdulle Samatar and her four children were displaced to a humanitarian camp in Dolow, a town in the southern Gedo region of Somalia, when all sixty of her goats died due to the drought in Somalia.
The Horn of Africa is enduring the worst drought in 40 years impacting over 8 million Somalis – almost half of the population. In response, Hormuud created the Humanitarian portal to continue to empower Somali citizens, ensuring the most vulnerable have access to aid.
Halima and nearly one million other Somalis were forced to flee their homes last year. Now, more than ever, Somalia urgently needs humanitarian assistance to avoid an even more acute famine.
Although entire communities are directly affected by the drought, mothers and children are adversely impacted. Mobile money has been used as a vehicle for aid relief for mothers in Somalia. Like many, Halima Abdulle Samatar and her four children, were displaced when all her livestock were killed by the drought. She, however, was among those who benefited from mobile money disbursements, which she used to cover for her family’s food and health expenses.
Having the freedom to control her spending allowed her to save the money she used to start her own business and rebuild her life.
Similarly, when Malyun, a mother in her postpartum period, arrived at the humanitarian camp with her family of ten, mobile money allowed her to virtually receive assistance without having to physically collect it in person. With the aid she received, she was able to independently provide for her and her family purchasing beds, school essentials and food.
Unlike mobile money usual forms of aid relief, such as food donations, are limited in their ability to provide sustainable solutions that transcend immediate need. One of those factors is employment, throughout the past 20 years; Hormuud Telecom has created thousands of jobs for Somalis in a country characterized by severe unemployment and a lack of conducive working conditions. In 2009 Hormuud Telecom introduced the country's first type of mobile phone internet called GPRS and it continues to bring the latest innovations to the country ever since. According to a survey conducted in 2020 by the British technology research firm Cable, Somalia overtook many African countries with regard to internet accessibility despite the political and security challenges, and is now considered as one of the countries in the world with affordable internet, ranking number one in Africa, and seventh worldwide in 2020.

A year after Hormuud telecom was awarded a license by the National Communications Authority (NCA), Hormuud's EVCPLUS was granted a license by the Somali Central Bank in 2021. This licensing was granted on the basis that Hormuud's EVCPLUS adhered to the Somali Central Bank's financial regulations.
- The country’s first fiber optic link
In 2013, Hormuud Telecom signed an agreement with the African fiber optic company Liquid Telecom, to connect to the company's 17,000 km (10,500 mile) network of terrestrial cables crossing 11 African countries.
Bringing the fiber optic internet cables to Somalia was another landmark achievement for Hormuud Telecom, which resulted in Somalia having the cheapest internet in Africa.
- Over 500 customer service sites
Over the past 20 years, Hormuud Telecom has established hundreds of customer service centers, staffed by highly trained employees that are dedicated to providing excellent service to customersThe company began with only 16 customer service sites to meet the communication needs of the Somali population. - First Somali corporate entity to achieve (ISO) certification
As a result of A hard-fought eight-year effort, Hormuud Telecom received the International Organization for Standardization certification in 2020, becoming Somalia's first private company to be (ISO) certified. During March 2022, Hormuud Telecom received a prestigious Mobile Money Certification from the global mobile network operators' industry body (GSMA) for its EVC Plus mobile money platform, which currently serves 8.8 million active subscribers, making Hormuud the first Somali company to receive the GLOMO Award.
A total of 300 criteria were assessed during Hormuud's accreditation process, including safeguarding of funds, fraud prevention, system security, and data privacy.

Centring Somalia’s mobile money ecosystem in global debates
The recent GSMA report puts Africa at the forefront of the mobile money revolution. In 2021, the industry processed over $1 trillion in transactions — 70% of which were in Africa alone. In Somalia, digital payments have transformed our economy. Not least because of the scale of mobile money proliferation.
Approximately 155 million mobile money transactions are recorded in Somalia per month and over 70 percent of adult Somalis use mobile money services. This is not by chance. Since its inception, Hormuud carefully considered mobile money’s evolution and so designed our services to meet on-the-ground realities.
We knew that in a rapidly rebuilding country, with so much potential, we needed a way to safely transact in an environment where 98% of our currency is counterfeit. We have always been intentional in growing mobile money access — understanding how we can make this as easy as possible for the business community, as well as families and individuals.
This is why we introduced a mobile money service (EVC Plus) that is free at the point of use. This was, and continues to be, a key part of our business strategy. With 76 percent of Somalia’s population being unbanked, we believe that mobile money allows those who have been financially excluded to access the formal economy.
Continuing to chart the road ahead for digital payments is deeply intertwined with our wider development aims. Access to formal markets and financial institutions is on the rise — but we need to provide more digital infrastructure alongside fostering mobile money usage. Somali users have access to the cheapest data in Africa, and the third cheapest in the world. But without increased access this is meaningless.
Looking forward, while data is not currently needed to facilitate mobile money transfers, what our services (like the cheap mobile internet) have proven is that increasing rural 4G and smartphone access is crucial. Like the proliferation of mobile money, this increase in data access will unlock new potential for our customers. This will create a wider financial ecosystem of services and provide a multiplicity of benefits from e-healthcare to online education tools to training and skills provision.

Our mission to connect every Somali to high-speed internet by 2023
Access to the internet is a human right. It is an essential instrument to developing nations that enables vital services such as aid and international remittances, whilst underpinning day-to-day business and educational activities.
Since Hormuud Telecom’s humble beginnings, our mission has been to bring trusted telecoms and broadband services to the four corners of Somalia. Connecting Somalis to one another, and the world, is essential to building our budding modern economy.
We began expanding our 4G network capacity in 2015 in partnership with Somalia’s Ministry of Telecommunications. As a result, they estimate that 70% of Somalia’s 15 million population now have access to 4G internet.
For a long time, this 4G access has been concentrated in our metropolitan areas. Somalis in rural areas have not had the same level of service as their big-city compatriots. As such, 30% of Hormuud’s 3.6 million customers still rely on our 2G network. We plan to change this.
We’re delighted to announce Hormuud’s ambition to bring broadband speed, 4G data, to every Somali citizen by 2023. Increasing access to 4G internet is critical to Somalia achieving its goal of becoming a cashless economy. Hormuud’s aim for total 4G expansion in two years is in line with the government’s National ICT Policy which pledges to reach total 4G coverage in Somalia in-between 2024–2025. This expansion project will be carried out in partnership with the Ministry of Telecommunications.
The average Hormuud data user consumes 5GB of data monthly, up from a national average of around 1–2GB a year ago. We predict that this is largely because of the pandemic. As we turn the corner on these trying times, we anticipate data usage to continue to increase. Our network expansion will respond to the growing demand for high-speed internet across the country.
On top of providing an excellent broadband service, we are incredibly proud to offer our customers the lowest data prices in Africa, with 1GB starting at $0.18. In contrast, the same amount of data starts at $1.05 and $2.44 in neighboring Kenya and Ethiopia.
Access to the 4G network is fundamental to Hormuud’s ambitions to provide ‘inclusive and sustainable economic growth’ for Somalis in line with the UN’s SDGs. Somalia’s open for business and strongly worth investors’ consideration
Somalia’s financial systems have improved and securitised exponentially over the last 10 years. The country is now on the cusp of becoming the world’s first cashless society, a reality that remains far off for developed economies such as the US and UK.
The introduction and adoption of mobile money over the past 10 years, culminating in Hormuud Telecoms being awarded the country’s first ever ‘mobile money licence’ by the Central Bank, is a mark of pride. Customer support of Hormuud’s EVC Plus mobile money payment system has propelled Somalia to world leader status in the use of ‘mobile money’ by population.
The latest reform by the Somali Central Bank introduced a central payments system which connects lenders, making payments easier for citizens everywhere. This means that the untapped market of Somali business is a ripe opportunity, at least for those savvy enough to seize this moment. This comes on top of debt-relief deal the Somali government secured with the World Bank and the International Monetary Fund last year.
Somalis and the Somali diaspora can now have confidence that when they carry out business in Somalia, they will have the same financial power they do elsewhere. The reforms and the security of Hormuud’s payment system is creating a Somalia where soon working abroad is a career perk, not a business necessity.
Proven domestic confidence in our improved financial infrastructure also showcases Somalia’s potential for foreign investment. This is not to say that investments are not without risk. Thirty years after our civil war, we are still dealing with protracted security issues, producing the sort of headlines in international press to discourage outside investment. All investments are risky, it is the nature of business. Investment in Somalia remains riskier than in most places, but with risk could come higher rewards.
60% of Somalia’s population is under 30 years old. They are scrappy, hardworking, and eager to grow their skills and better themselves and their country. They are tech savvy; 85% of Somalis use mobile money (compared to fewer than four in ten in Nigeria, Africa’s biggest economy, and far more than the populations of the UK and US). Despite mobile penetration, until this month Somalia’s financial set up meant that lenders could only interact with each other on an extremely limited basis. This made payments needlessly difficult and reinforced a reliance on the US dollar while holding back businesses looking to grow across the country. Thankfully, this is now poised to change.
Somalia received no foreign investment for a 20-year period up until 2013. Early investors in Somalia understood, to see it simply as the headlines portray it is short-sighted. Somalia’s economy will likely expand 2.9% this year, according to the IMF. The amalgamation of this and Somalia’s new payments system should propel foreign investors forward into the state with confidence.
